Foreigners/Travellers permitted to use?

There are numerous border crossings
between VietNam Cambodia, China and Laos all of which can be used by citizens of these countries to travel for one-day
periods using only their Identity Cards
Foreigners/Travellers are restricted as to which border points
they may use and these are further restricted by hours of operation which are supposed to be 07.30H through 16.30H -
but guards take lengthy lunch breaks.
